Ok, I am very sorry and I know that I am double posting, but I said I would put this up soon. Here is the system I mentioned to you earlier. This was the first step in a larger plan for me, but it established what I call base power ratings for a character, and a way to increase those through training and work.
Ok, here is what I am thinking. I think the best course of action is to use the official Bleach databook to begin our ranking.
The areas to be ranked are this;
Offense Power (obvious. Your attack power)Defense Power(Obvious. Your defense strength)Mobility (Shunpo rate and length)Demon Arts (Kidou skill and strength)Soul Pressure {specifically control} (Reitsu control. Basically think of it like this; if you have strong pressure control you can damage things around you by firing up your power. Think of the Ichigo/Kenpachi battle. This also applies to how well you can maintian your reitsu during battle)Intelligence (how smart are you in battle tactics. Are you a strategist or do you overwhelm your opponent)Body Power (i'm dividing this up into 3 sections)Sealed: (sealed power)Shikai: (shikai power)Bankai: (Bankai power)Ok now for the test run, here is the Points for each seats Base power:
to make it simple at first, I am going to do it this way.
Captain = 3000
VC = 2000
3rd = 1500
4th =1400
5th = 1200
6th = 1100
7th = 1000
8th = 900
9th = 750
10th = 600
11th = 500
12th = 400
13th = 300
14th = 200
15th = 100
16th = 90
17th = 80
18th = 70
19th = 60
20th = 50
Recruit = 25
These base points are distributed across the areas mentioned above and this is where you will start.
Now, for the other half of my idea:
I did some quick calculating and here is what i came up with:
Using the idea of mission points, earned by completing missions, like this

*The old man turned his full attention back to the fishing pole, leaving Haji with a state of wonder....
Haji opened his mouth to speak, but the old man simply put his fingers to his lips and pointed up the hill behind him, where a large castle stood,
As if to say, "go there"...
Haji got to his feet and began to tread up the long path to the castle.
He walked for what seemed like miles up the arduous trail, until he arrived before two large doors.
He pushed them open to find a grand specticle:
A large room, with marble flooring, covered over by a red carpet that lead up to two thrones.
There were rows of pillars, made of jade on both sides of the room, and the walls were decorated with many exotic tapestries.
about 7 feet from the stairs up to the thrones, there was a small tea table sitting on a tatami mat.
Haji walked up to the table and kneeled down.
Before him sat two men on the thrones: one was dressed in regal white clothes, with a blue tassel that connected his cloak to his body. A large silver cross dangled from his left wrist, and his flowing blond hair, seemed to shimmer in the candle light. Beside him was a man in a solid flowing dark gown, decorated with many various ornaments. His head was shaved on the top, with the exception of a top knot tied tightly in the back. He had the appearence of a great fuedal lord.
His hair was of a deep jade color, and he was slightly taller then the other.
Haji was taken back a moment by the two men....
The blond haired man was the first to speak.*
"My name is Genzou... It means "Ghost"...It has another meaning though...it also means Illusion. I am the quincy you draw on... Your cross..."
*His words trailed off...
after a moment of silence, the larger man spoke*
"My name is simple... You will call me Makurayami; The total darkness....I am your Zanpakuto; what makes you a shinigami... I have watched you and shared myself with you from time to time, but I finally feel you are ready to accept the full extent of my power; which I will reveal to you over time...
When you speak of us as one, you will call us Genzou oyobi Makurayami:
"The Ghost and the Darkness...."
Our time now is done, here..return to your world and begin.
I will tell you no more for now....
You must search...
*Hajime realized his time was up.
He bowed in reverence and rose to his feet; bowing again before as he backed to the doors.
He opened them and followed the path, down to the old man once again, where the two spoke one last time*
"Did you find your way?"
"I did...Now I must return home and begin my search..."
*The old man smiled*
"Then look at me in the eyes..."
*Haji moved to the man's side, peering into the eyes that had opened for teh first time since the two met.
The eyes were filled with a blackness, like aboid of matter or space, and seemed to be drawing him in....
He felt as if he were falling...
He awoke, in the temple his meditation done..
His incense burned out...
And before him, on the stand, stood two blades.
One long Katana, and a shorter blade, a Wakizashi...
Amazed, Haji picked up the two blades and placed them in his Obi....
The feel felt natural; something that lingered from when he was alive, but he didn't know what it was.
He turned and left from the temple...
He new path, beginning....*

The mission is then read and graded, and a certian number of points are rewarded, probably between 50 to 100. These are kept as Mission Points
(MP = whatever). Once someone reaches 500 they are allowed to trade them in for ability points, probably 5. Each member is only allowed to do a limited number of missions per week (5). That way they can only obtain 5 points per week. Now let's see this in action:

As you can see the abilities are increased by the new points. Mission points reset and are only logged by individual captians/VC in each division
I understand that it sounds like alot of work but it isn't. See, all a captian has to do is authorize that a person has traded in points, logging name and date.
each member is responsible for keeping up with their own info, MP or Mission points and then approach the captian or VC for the trade in.
Well, at any rate this is an idea I worked on somewhere else, but I never actually put it into any use, so I don't know if it will work. I just thought I'd let you see it just in case anything in there is usefull to you.
