That is one of my test forums for BD, as you can see, Gotei 13 is still Gotei 13, But instead of closing themselves in one compound, we expand the divisions, giving them more responsibility by actually relating with Soul Society affairs. And how we do that? Quite simple, each division is assigned to a city, or a town, but they all report to the same area, which is the head quarters of ALL 13 Divisions.

I know its a really big change from the way were used to, but if all this fails, we will revert them.
