Because Vizard level should be at least that hard to achieve.

DO I NEED TO HAVE ZANPAKUTO?
Not necessarily, you may add it if you like, but if you don't, no ones stopping you.
DO I NEED TO HAVE AN ARRANCAR RELEASE?
Like with Zanpakuto, not necessarily. This field is only added if you wish to have an arrancar like form similar to that of Ichigo.
CAN I USE KIDOU?
YES. If you add Kidou to your CS you can use it. If not, too bad.
CAN I HAVE BOTH SONIDO AND HOUHO?
Those two are practically the same thing, so no, you can only have one.
