Appearance: Billy Cipher stands at 5 foot 8, and is believed to weigh 215 Lbs. His overall appearance, is of a middle aged man, who wears a brightly colored Yellow suit with pyramid decal near the bottom. He wears black gloves, and on his suit, a black bow tie. He's always seen wearing a black top hat, and an eye patch with the symbol of an eye on it. He's always seen grinning, as if he were planning something. His hair color is brunette, and his eye color is black. He carries a cane around with him that seems to disappear and reappear whenever he wants it around.
Personality: Bill is a slightly, insane, individual. He is offbeat, wisecracking, and he's generally laid back. Although he may come across as annoying, his temper is not one to be taken very lightly.

Billy Cipher was born in the United States to a Cynthia Cipher and George Cipher. His parents both had once lived in Japan during their youth, and had met while in college. During their time in College, it was revealed that Cynthia had been attacked by an unknown entity. Neither Cynthia nor George knew what this was, and the case surrounding it, was left as an unnatural bear attack. Cynthia recovered and the two went on to graduate from college. Once they had found out Cynthia was pregnant, the parents to be moved to the US and moved to an unknown place in Oregon. Billy was then born 5 years later, however, his mother passed away while giving birth. After Billys birth, George decided to return to Japan, where the two lived.
Discovery of Powers:
Billy then started showing signs of having, weird abilities. His father stopped calling him his son, and started calling him a freak. Billy didn't understand this, any of it. While outside playing, he had gotten pushed by a kid and his powers went berserk because of his shock, fear and anger, all pouring out of him. Out of nowhere, however, an older man came and calmed Billy down. Billy, shocked at what he had done, was taken by the man back to his home. His father then went on to beat him every day because of how the town began calling him the father of a freak. None of the jobs would hire him because his son was a freak. His father took things too far, and Billy lost his left eye. Billy, in fear, ran away from home, he didn't want to be beaten anymore. The next day, the man who had helped Billy before, had found him. He talked to him, and then adopted him.
Learning Control:
The man displayed the same kind of abilities that Billy did. For the next 10 years, the man would go on to train Billy wherever they would stop during their travels. Billy learned how to contain his power into an item. The item in question, being a book and his eye patch. He could see out of his eye patch, which surprised him. He learned that his ability allowed him to summon creatures and he could use the book as a connection to his own universe. He continued training this ability, and at the age of 20, he had obtained over 100 different creatures captured inside his book. The rest of his past is left unknown to anyone but himself and the man who had trained him. His teacher had gone missing for unknown reasons, and Billy was left to fend for himself.
Currently:
Billy is currently residing in his own universe, waiting for the time he shall reappear once more to obtain more knowledge.

RP Sample:
Billy grinned under the darkness overcast from his hat. He watched on from the shadows as the hollows would devour the shinigami and the humans. He loved watching the mad creature destroying them. The hollow then turned its sights onto Billy. All he could do was let out a twisted laugh as he pulled out his dimensional book, labeled with a 6 fingered hand and an unknown letter. He opened up the book and let the pages turn to an empty page. He started chanting random latin words as the Hollow began to charge at him, with the full intent of devouring him.
"Triangulum, entangulum. Veneforis dominus ventium. Magister Mentium" Billy chanted.
The page began to glow, a dark arm like thing reached out of the book, grabbing the hollow by its mask. Billy laughed maniacally as the hollow was being pulled with force into the book.
"You will be very useful to me" He said. "Mr. Mask" He then laughed more as the hollow was completely swallowed by his book. He then shut his book, and with a wave of his left hand, it vanished. He then disappeared back into the shadows, and continued watching from the sidelines, waiting for his next capture.

Fullbring Name: Triangulum
Object Affinity: Textbook
Fullbring Bond: The book was obtained from the man who helped train him with his abilities. The man is also the one who raised him after he was kicked out of the house by his father.
Special Ability: Each of the pages holds a hollow or a special animal sealed within. The book allows him to capture and release animals, hollow, shinigami, humans, anything from the pages as long as he speaks the name Triangulum Entangulum.
Fullbringer
Fullbring Release Phrase: "Triangulum, entangulum. Veneforis dominus ventium. Magister Mentium"
Item Appearance: The books appearance is that of a normal, worn down book with a six fingered hand on the front.
Released Appearance: When released, it looks like a normal book, however, due to the abilities of the book, whenever he's angry, his outfit will change from yellow to a bright red.
Abilities
(Max 5, you can add/unlock as you progress, but to be able to use technique, you must acquire it in-game)
Name: Rune
Terms of Usage: He must be using his book in order to use this. Runes appear from his right eye and form spells. These spells are only defensive, and can't be used for attacks
Description: The runes spell out words such as, Defense, Shield, Protect, and when fully formed, they can protect Billy from certain attacks from around him.
Downside: The ability only protects the area around him and himself. However if someone were to attack from above and below, he'd be defenseless.
Name: Monster Summon
Terms of Usage: Must Be Activated
Description: This ability requires him to use Rune to protect himself long enough to summon a monster. The monsters that can be summoned range depending on the area he is in. If he's in a forest, he can summon anything related to woodland monsters. A lot of the summoned monsters are created from Billys imagination.
Downside: If he isn't using Rune, he is highly unprotected as the summoning requires him to chant his spells. He'd need to be perfectly hidden in order to use this ability without Rune in affect.
Name: Capture
Terms of Usage: He must be holding his book
Description: Capture allows Billy to capture anything he has set his sites on. He can capture Shinigami, Hollow, Quincy, Normal Humans, anything. Capture can only work, however, on low level beings. He can't hold the spiritual pressure of a high level being. A Captain Rank or a Vice Captain Rank Shinigami could easily break from the Capture. Under those ranks, can be captured, but depending on their rank, it can be complicated to hold their spiritual energy. Arrancars, Stern Ritter, and High Powered Full Bringers, as well as High Powered Vizards, can't be captured unless they either want to, or are hiding their true power from Billy. Example. Say Billy was fighting two beings, an Arrancar and a Captain Rank Shinigami. He could capture the Arrancar if the Arrancar wasn't of numbered ranking, but he can't capture the captain unless the captain was hiding their true power from him. Billy can't capture another persons character. They are limited to NPCs and if the other person says it's ok to capture their character. Also, Billy can only control the lower leveled beings as it would take to much energy. Amount of Time - Posts: If it's a captain ranked shinigami or numbered arrancar or high ranking quincy, it takes 1 post to be held within Billys book. For other users, it varies between 1 - 3 posts.
Downside: In order to capture any of the beings listed, he'd have to say "Shinigami Capture" Or "Hollow Capture". Otherwise, the ability will not work for him, and he's limited to capturing 2 beings, and the two beings must be of the same 'species'. It can't be One Hollow and One Shinigami. Cooldown time for using Capture is 4 - 7 posts.
Name: Release
Terms of Usage: Must Have Used Capture On Being
Description: Release works in two different ways. He can release the being permanently, or he can release the being for a short amount of time and has control over the being.
Downside: In order to have complete control of the being, he'd have to say "Release, Control, Shinigami" etc. If Billy slips and says "Release Shinigami" He won't have control over him and he'd have to wait 24 hours to be able to capture the Shinigami again.
Name: Room
Terms of Usage: Can Be Holding Book, Isn't Required
Description: Room is an ability that lies within Billy because of his book. The ability allows him to create a room, large enough to hold himself and 5 other people inside. It is indestructible from the outside and currently nobody has been able to get out without Billys say so. He only uses this room to gather information and never to murder anyone. It's like his transportable interrogation room. He can also keep himself inside, as he doesn't have a permanent home. He can hold anyone of rank inside for 1 - 2 posts.
Downside: Since he uses it as his room as well, the room can only hold 5 people plus himself, making 6. If he wasn't using it, it could hold up to 10 people inside. It requires a lot of spiritual energy to keep it maintained for a certain period of time and currently, Billy can only keep someone inside for an hour and 30 minutes. Cooldown for this ability is 3 - 5 posts
