They made a battle suit that would allow the user to control anyone at will, thus making them invincible.
Unfortunately it was a huge disaster for it can only be used in one location alone, so it was a huge a failed experiment.
However, the 4th Division opens their door to Gotei 13 and allowed anyone to use their experiment for amusement purposes using dummies as target for fun, but nothing beats a living target, so they made a list of people that would one by one be abducted and be controlled and punished at the god mode arena.
But since it was unfair, 4th Division Made a from and only took requests that had valid reason for punishment.
